Whose the target audience in this picture?

Is it the birds...or the humans?

See...this photograph was taken at a bus stop where there are hundreds of pigeons walking around on the ground. Maybe some people feed them. I guess that has encouraged the pigeons to stay there. Sometimes there are pigeons sitting on the telephone wires above the bus stop. I guess a good reason the sign is there is that if you feed the pigeons, they stick around, sit on the wires, and then drop bombs on the people below at the bus stop.

So I guess this sign isn't to stop making birds fat...it's to stop people from being targets for the bird bombs.
